
Ministry of Health plans to provide up to 2015 time of arrival of an ambulance on place of calling for 10-15 minutes in town and 30-35 minutes in rural areas.
"We should be gradually during 2-3 years to go to the European standard of arrival at the departure from the time of the call until the arrival to the patient," - said Minister of Health, Alexander Anishchenko.
"We are planning for 10-15 minutes in the city, up to 20 minutes in the first stage and at the first step for people in rural areas - 30-35 minutes, and would like to get to the European standard of 10 (minutes) in the city and 20-25 - in rural Areas ", - said Anishchenko.
He stressed that these figures can be achieved by creating a single medical space. The Minister also said that during the health reform in the pilot regions will set up centers for emergency medical assistance, which will be more responsive to the challenges of emergency patients.
Anishchenko also said that stands for improvement of referral of patients to treatment. "Every patient should have a person who is responsible for its initiation of treatment, the continuation of treatment, for final treatment. And so a doctor should be a general practitioner or family doctor. And, most importantly, we need to formalize the referral system," - he said.
The minister noted that every patient should have one doctor who will determine the "route" of his treatment. "There is no clearly defined rules about what a general practitioner or family doctor or pediatrician has the right to send the patient to the consultation in a consultative and diagnostic center for treatment in a specialized inpatient unit for a consultation or treatment in a hospital on the third level. He stressed that on European regulations the patient should begin and end treatment with one doctor.
